PAMF Celebrates Azerbaijan Constitution Day. Decent living conditions for the citizens of the Republic of Azerbaijan is the highest objective of the State.

Islamabad (UNP): Pak Azer Media Forum Celebrated Azerbaijan Constitution Day in Islamabad based think tank Baidari e Fiker Forum. Former Sec. Gen. Foreign Affairs Akram Zaki presided the function while Syed Muhammad Tayyab Advocate Supreme Court was guest of honor. Sec. Gen Pak Azer Media Forum Raja Javed Ali Bhatti in his opening remarks said, After Azerbaijan received independence, the necessity arose to develop a new Constitution. A commission headed by former President Heydar Aliyev was established with this aim. A draft document was presented via referendum and independent Azerbaijan’s first Constitution was adopted Nov. 12, 1995. Ever since, Azerbaijan has celebrated Nov 12 as Constitution Day. President institution in Azerbaijan has (the) double legal nature has twofold legal nature, i.e. besides representing the executive authority; he also fulfills the functions of the Head of State. As President is elected by whole electors directly, he represents Azerbaijani nation as a whole and is a symbol of the unity of the people. At the same time President acts as the guarantor of the independence and territorial integrity of the state. These duties cause his functions as Supreme Commander-in-Chief.

Azerbaijan Republic is presidential republic, but in Nakhichivan Autonomous Republic state governance is implemented by method of parliamentarian power. The new Constitution of Nakhichivan Autonomous Republic prepared on the basis of the Constitution of Azerbaijan was adopted on April 28, 1998 at Supreme Council (Majlis) of the autonomous republic and has been approved by Milli Mejlis of the Azerbaijan Republic on the same year on December 29. He further said.

Everyone’s rights and freedoms are limited by the grounds provided for in this Constitution and laws, as well as by the rights and freedoms of others. Everyone may conduct actions not prohibited by law and no one may be forced to conduct actions not envisaged by law.

Chairman Writers Unity Pakistan Dr. Murtaza Mughal refer to Article 50. Freedom of Information, Everyone’s right to refute or react to the information published in the media and violating his or her rights or damaging his or her reputation shall be guaranteed.

Former Sec. Gen. Foreign Affairs Akram Zaki said that Raja Javed Ali Bhatti present comprehensive paper on constitution of Azerbaijan covering many articles it is interesting and brain storming discussions, it is good news to know that Pak Azer Media forum will celebrate Azerbaijan’s Days to project soft image and similarly in Azerbaijan Pakistan’s days and events will be celebrated to promote people to people friendship by Azeri Journalists. The first independent Azerbaijan – the Azerbaijani Democratic Republic – existed only 23 months from 1918 to 1920 and had no such sweeping legislative document. As a result, the history of Azerbaijan’s Constitution dates mainly to the country’s time as a Soviet republic. Azerbaijan’s first Constitution was adopted May 19, 1921 at the All-Azerbaijan Soviet Congress. A new version of the Azerbaijan SSR Constitution was fitted to the Soviet Constitution in 1921, which was adopted at the Fourth All-Azerbaijani Soviet Congress March 14, 1925. The final Azerbaijan SSR Constitution was adopted April 21, 1978 and fitted to the Soviet Constitution. By return in July 1990 to Azerbaijan, Heydar Aliyev lived in Baku, then in Nakhchyvan, and in the same year was elected a deputy to the Supreme Soviet of Azerbaijan. In 1991-1993, he held the post of Chairman of the Supreme Assembly of the Autonomous Republic of Nakhchyvan, Deputy Chairman of the Supreme Soviet of the Republic of Azerbaijan. In 1992, at the constituent congress of the New Azerbaijan Party in Nakhchyvan, Heydar Aliyev was elected Chairman of the Party. In May-June 1993, when, as a result of extreme tension of the governmental crisis, the country was at the verge of civil war and loss of independence, the people of Azerbaijan demanded to bring to power Heydar Aliyev. The then leaders of Azerbaijan were obliged to officially invite Heydar Aliyev to Baku. On 15 June 1993, Heydar Aliyev was elected Chairman of the Supreme Soviet of Azerbaijan, and on 24 July – on resolution of the Milli Mejlis, he commenced to fulfill powers of the President of the Republic of Azerbaijan. On October 3, 1993, as a result of nationwide voting, Heydar Aliyev was elected President of the Republic of Azerbaijan. On October 11, 1998, having garnered at the elections, passed in high activeness of the population, 76,1 percent of the votes, he was re-elected President of the Republic of Azerbaijan.
